Flag State Inspection Program

The Flag State Inspection Program was established by Botswana Maritime Affairs with the goal of supporting ship owners and operators through annual compliance inspections. The program is designed to ensure that vessels are operated safely and securely while minimizing deficiencies and detentions during Port State Control inspections. It incorporates a range of inspection types to prevent, identify, and address issues related to safety, security, and environmental protection.

This program is not intended to replace surveys for the issuance of class and statutory certificates, which remain the responsibility of duly recognized organizations. Instead, it complements these activities by providing oversight that helps owners and operators comply with international standards set forth by treaties and conventions such as:

  • Safety of Life at Sea (SOLAS)

  • International Convention for the Prevention of Pollution from Ships (MARPOL)

  • Standards of Training, Certification, and Watchkeeping for Seafarers (STCW)

  • Maritime Labour Convention (MLC)

together with applicable national regulations and requirements prescribed by Botswana Maritime Affairs. The ultimate aim of the program is to assist owners and operators in running their vessels safely, efficiently, and cost-effectively.


Detention Prevention Program

In line with the commitment to achieve zero deficiencies and detentions, Botswana Maritime Affairs has also developed the Detention Prevention Program. This initiative involves the daily monitoring of vessel performance to identify ships experiencing compliance challenges. Vessels flagged for concern are placed into the Detention Prevention Program, where additional oversight and tailored support are provided to owners and operators to bring the vessel back into full compliance.
